Job Description:

Position Objective:

APAC Core AML, Infrastructure and Strategy is a global function comprised of seven teams with personnel located in Australia, Hong Kong, Philippines and Singapore. The function resides within the APAC Citi AML function and provides support to all countries in the APAC region to enable them to execute and comply with Citi’s AML policies and local regulations. This position provides support across the Core AML, Infrastructure and Strategy organisation with a focus on the teams listed below.

Key Responsibilities:

  • Regulatory Governance, Inspection Management and Issue Management:

  • Provide support and advice to countries in ASPAC to better achieve a permanent state of control readiness, e.g. conduct workshops with countries to identify and prioritize remediation activities in advance of upcoming inspection

  • Provide support to countries as required to manage local regulatory or US supervisory examinations, e.g. coordinate Regional SME support, centrally manage and track document requests, manage internal/external communications and escalations

  • Coordinate requisite reviews from respective SMEs for all draft issues (identified via internal audits, Compliance Testing reviews and regulatory examinations) to ensure the issues are factually accurate and the corrective actions adequately address the risk and are aligned to regional expectations

  • Monitor and issue periodic reports on the progress of Corrective Action Plans (CAPs) including obtaining status updates from CAP Owners and identifying AML CAPs which were not subject to formal review process so as to address accordingly

  • Initiate CAP Re-target Governance protocol for all CAPs which will not be completed by their target due dates

  • Aggregate and disseminate actionable insight on historic issues which occurred in the region (e.g. MI reports and trend analysis of CAPs) so as to inform and prioritize inspection readiness efforts

Governance and Reporting:

  • Conduct secretariat duties for the APAC AML Governance and Business Risk Committee (GBRC) including compilation and dissemination of meeting agenda, material, metrics, minutes and action items

  • Manage escalations of significant matters to the Global GBRC and Global AML Controls Committee for awareness / action

  • Provide governance, oversight and SME support for all Country GBRCs including conducting Quality Assurance over the administration of Country GBRCs

  • Collect and aggregate AML metrics for measurable AML data which includes alert cases generated, cases ageing, investigations generated, investigations ageing, SARs filed and KYC renewals past due

  • Coordinate, review and challenge the submission of significant AML issues / entries to be included in the Global Compliance Monthly report

  • Oversee and manage Archer metrics collection process

Risk Assessments:

  • Exercise oversight and governance of the AML New Product Approval (NPA) process in APAC including coordination of regional and global approvals, facilitation and documentation of NPA Committee meetings, tracking progress and validity of NPAs in the tool

  • Liaise with APAC AML Advisory to develop NPA training to better increase awareness of the NPA process and requirements

  • Exercise oversight and governance over the AML Enterprise Wide Annual Risk Assessment (EWARA) and Horizontal Risk Assessment (HRA) processes including centralized coordination and communication of the processes, providing SME support and advise on the framework and process to compliance and business stakeholders

  • Act as centralized SME and APAC coordination point for the Global NPA Committee, Global EWARA and HRA teams, representing APAC at these meetings to ensure seamless execution of these risk assessments

  • Compile and write summary EWARA report, review and communicate EWARA and HRA results to Compliance stakeholders

  • Ensure fair and weak ratings are appropriately addressed through ‘Next step’ remediation plans

Policy and Training:

  • Provide support for the centralized governance model for the review, approval and maintenance of AML policies / standards

  • Support the development lifecycle for Global AML Policy documents by engaging APAC participants to the working groups and ensuring regional approval is obtained at the monthly Global AML Policy Committee meetings

  • Oversee the updating and creation of Country and Regional AML Policy documents in a timely manner and in accordance to the Global AML Policy Directive

  • Execute on the APAC AML Training strategy including representing APAC at the Global AML Training Committee

  • Review and critique AML course content

  • Design and track remediation plans to address gaps in AMLCO skills and capacity

Qualifications

Job Specification:

Experience:

  • 8 to 10 years in Compliance and/or AML Compliance and/or legal, audit, risk management role

Qualifications

  • Degree from a recognised university in Accountancy, Banking, Business, Economics or Law
